For thirty years now every President of the United States has demonstrated a commitment to preventing impaired driving by proclaiming December as National Drunk and Drugged Driving (3D) Prevention Month, and most recently, as National Impaired Driving Prevention Month. I’m going to step out on a limb here and say that it may take a bit more than just a proclamation to prevent; a proclamation definitely raises the awareness though, which could be the first step toward prevention.
